Found this really funny clip at Mr Brown Show. It parodies the idea of reducing traffic fines as a way to counter the incidence of bribe taking by the police.
The answer lies not in reducing fines but doing the right things. Raise the payscale of the police force; demand enforcement of all traffic laws; punish corrupt cops and offenders equally hard (it takes 2 to tango).
